Welcome to JELARE
The Joint European-Latin American Universities Renewable Energies Project was a university co-operation scheme involving universities from Germany, Latvia, Bolivia, Brazil, Chile and Guatemala The overall objective was the fostering of innovative labour market-oriented educational and research approaches in the field of renewable energies at Latin American and European institutes of higher education (HEIs). It ran from November 2008 until November 2011.
The project was funded by ALFA III, an EU programme for co-operation between the European Union and Latin America, in the framework of higher education and training.
The JELARE Network’s successor is the follow-up project “Promoting Renewable Electricity Generation in South America” REGSA. Visit the REGSA homepage to learn more about the project.

Rationale
Besides environmental benefits, renewable energies offer great potential for the local socio-economic development in Latin America. Renewable energies can be produced locally and therefore provide a wide range of local job opportunities (from high-skilled to low-skilled labour, from high-tech to agriculture), foster local investments and reduce the need for importing fossil fuels.
However, in Latin America the sector of renewable energies cannot develop adequately due to a lack of expertise. Local enterprises and other public and private institutions affiliated with the renewable energy sector are in great need of technical and methodological support in order to implement technologies, strategies or political frameworks.
Due to the innovative nature of this field HEIs are very important actors in this sector, particularly in terms of research as well as educating future employees. Despite the value of the topic of renewable energies, it is not yet as prominently featured in the curriculum of Latin American universities (and EU universities) as it should be.
On the basis of the above needs, the Joint European-Latin American Universities Renewable Energy Project “Fostering innovative labour market-oriented educational & research approaches in the field of renewable energies at Latin American and European institutes of higher education” was proposed as part of the ALFA programme. The purpose of the project was not only to improve the academic quality of European and Latin American higher education institutions, but also to strengthen their role to contribute to economic local development and social cohesion.

The final output of the JELARE partnership is a recommendation for improving the quality of education and research activities offered by partners and for strenthening their role in regional socio-economic development. The recommendations are based on the experiences gained by the JELARE partners during the three year project. The report |
is addressed to other European and Latin American universities that also plan to increase the attention given to renewable energy in their research and teaching activities. The report contains practical tips as well as a set of good practice examples from the JELARE project.
